El Salvador — Freedom Passport.
The only CBI program on earth funded natively in Bitcoin or USDT.

How crypto moves today
Officially known as "Adopting El Salvador," the Freedom Passport program — launched in late 2023 and formalized under updated immigration and investment law through 2025 — requires its qualifying contribution to be paid directly in Bitcoin or Tether (USDT) to the country's development fund, processed through the government's own payment infrastructure. There is no fiat conversion step, no intermediary agent quietly turning crypto into a bank wire before a government account sees it — this is the one program in our directory that takes digital assets as the product itself, not a workaround. It's also the reason El Salvador is the reference case throughout ImmiCrypt's Mandate.
Process & requirements
The program runs fully remotely — no in-country travel, interview, or language requirement. Due diligence takes roughly 30–45 days; once cleared, naturalization follows in 7–10 business days from contribution, with passport issuance shortly after, for a total of about 6–8 weeks end to end. El Salvador caps the program at 1,000 successful applicants per year and levies zero capital gains tax on digital assets, which is a meaningful part of its appeal to crypto-native applicants specifically — separate from citizenship itself.
What ImmiCrypt's rail would add
El Salvador already solves the settlement problem every other program on our list still routes around — but "pay the government wallet directly" still leaves gaps a purpose-built rail closes: Travel Rule‑compliant originator/beneficiary documentation for the applicant's own records and any receiving bank downstream, a reconstructed source-of-funds narrative for jurisdictions that later ask where a large BTC balance actually came from, and an auditable settlement record independent of the government's own systems. See our Compliance and Settlement pages for how that layer works.
