What changed
Dominica enacted the Citizenship by Investment Regulations 2024 in June 2024, introducing mandatory online interviews for all applicants 16 and older (now a distinct $1,000-per-person fee) and prohibiting name changes within five years of naturalization — a rule aimed squarely at preventing identity concealment after citizenship is granted. In October 2024, Dominica also established a new financial intelligence unit and began commissioning third-party verification against INTERPOL and international sanctions databases, a materially higher bar than the program ran under previously.
How crypto moves today
As with most Eastern Caribbean programs, a crypto-funded application goes through a licensed agent who converts the holding to fiat before remitting it to Dominica's Economic Diversification Fund — there is no government-side digital-asset acceptance process specific to Dominica. The enhanced background checks introduced since 2024 apply regardless of funding source, but a crypto-originated application still lacks the standardized source-of-funds documentation a bank-wire application would have by default.
